Beijing, 11th April, 2019, (BISTU)— The Working Conference for “An All-Out Effort to Enforce Strict Party Discipline” in 2019 successfully concludes on BISTU Xiaoying Campus on 10th April 2019. It is aimed at reviewing achievements in 2018 and exploring key issues in 2019. The Conference is addressed by Secretary General Wang Chuanliang of CPC BISTU Committee and hosted by President Wang Yongsheng. Working report is delivered by Secretary General Chen Qinghua of Commission for Discipline Inspection of CPC BISTU Committee. The Conference is attended by all senior administrators of the University and all directors and deans of divisions and schools.
Wang Chuanliang stresses that we shall call for an all-out effort to enforce strict Party discipline in the following six aspects:
Firstly, it is necessary to strengthen responsibilities of faculties and staff. Responsibility in comprehensively strengthening party discipline enjoys top priority and new progress is to be made in investing an all-out effort to enforce strict Party discipline. Secondly, supervision duty of commissions for discipline inspection shall be seriously, cautiously implemented. Commissions for discipline inspection of all levels shall bring the practice of supervision into every day work. The commissions shall be bold in supervision, be good at supervision, and follow supervision rules. Thirdly, political ecology shall be constantly purified. Effective measures in this regard include campaign month for investing an all-out effort to enforce strict Party discipline, appointment of department chairs and section chiefs, and on-campus inspection. Awareness and self-discipline in clean government building shall be strengthened for all faculties and staff. Fourthly, great importance shall be attached to working style construction. With regard to formalism issues in grass-root sectors, focus shall be given to implementation of the three guidelines for ethical behavior and the three basic rules of conduct (the 3+3 Initiative) and studies on the theoretical and practical issues of party building. It is a long-lasting battle for everyone. Fifthly, it is necessary to raise the consciousness for issues of mass concerns. The mass line for the New Era shall be strictly followed. Issues which faculties, staff and students are concerned about deserve enough attention, including admissions, examinations, ethic quality of faculties, promotion of professional qualifications, and construction engineering. It is the foundation to secure wellbeing and happiness of faculties, staff and students. And sixthly, on-campus inspection shall be solidly facilitated. The spirit of meetings and conferences on discipline inspection held by Central Party Committee, CPC Beijing Municipal Committee and Educational Working Commission of CPC Beijing Municipal Committee shall be seriously implemented and followed. Inspection shall be organically integrated in purification of political ecology, wellbeing of faculties, staff and students, and solutions to highlighted problems and issues of the University. Only in a sound political ecology can we actually, effectively contribute to “construction of five environments” and “building the best university and doing our best self”.
When delivering the working report on behalf of CPC BISTU Committee, Chen Qinghua reviews 2018 achievements in five aspects, i.e., assisting CPC BISTU Committee in fulfilling the responsibility of comprehensively strengthening party discipline, organizing educational campaigns for an all-out effort to enforce strict Party discipline, conducting everyday routine inspection, supervising and administering improper activities and investigating and penalizing illegal practices, and constantly enhancing discipline inspection by learning and training. And she also explains key issues on discipline inspection in 2019 in four aspects, i.e., assisting CPC BISTU Committee in fulfilling the responsibility of comprehensively strengthening party discipline, offer priority with discipline, strictly supervising and penalizing illegal and corrupted activities, and enhancing political awareness of teams of discipline inspection.
