Beijing, 28th December 2022 (BISTU)--- BISTU welcomed the grand opening ceremony of the 12th National Ph.D. Candidate Academic Forum on Instrument Science and Technology on 25th December 2022. The Forum, guided by Administration Office of Academic Degrees Committee of State Council and sponsored by Working Group of Instrumentation Science and Technology of Academic Degrees Committee of State Council, was jointly organized by BISTU, Tianjin University, Tsinghua University, and Hefei University of Technology and co-organized by 18 universities including Beihang University, Harbin Institute of Technology, Huazhong University of Science and Technology, etc. Honorary chairmen of the Forum included 11 academicians such as Academician Jin Guofan from Tsinghua University and Academician Ye Shenghua from Tianjin University. Chairmen of the Forum were Academician Zhang Guangjun from Beihang University, Academician You Zheng (Vice President of China Association for Science and Technology and President of Huazhong University of Science and Technology), and President Wang Yongsheng of BISTU. The opening ceremony was chaired by Professor Zeng Zhoumo (Director of MOE Teaching Steering Committee in Instrumentation) and addressed by Academician Zhang Guangjun on behalf of Working Group of Instrumentation Science and Technology of Academic Degrees Committee of State Council and Vice President Yu Shijie on behalf of BISTU.
The opening ceremony was attended by 37 academicians and experts, including Academician You Zheng from Huazhong University of Science and Technology, Academician Tan Jiubin from Harbin Institute of Technology, Research Fellow Zhang Tong from China Instrument and Control Society, Prof. Zhu Jigui from Tianjin University, Prof. Liu Qiang from Tsinghua University, Prof. Xu Lijun from Beihang University, Prof. Zhao Weiqian from Beijing Institute of Technology, Prof. Yu Liandong from China University of Petroleum, Prof. Xia Haojie from Hefei University of Technology, Prof. Luo Zai from China Jiliang University, etc. Around 300 doctorate candidates from over 80 universities in China attended the Forum held both on-side and via video links. Cloud live-broadcasting platform provided by Beijing Future Expectations Science and Technology Co. Ltd. accommodated over 2900 viewers online.
Academician Zhang Guangjun extended sincere welcome to all doctorate candidates and sincere thanks to preparations made by BISTU. Following an introduction to development and status quo of instrument science and technology in China and to the Forum, he pointed out that doctorate candidates are strong fresh forces for sustainable development of science and technology, economy, and society in the future. They were shouldering the historical mission of building an innovation-oriented nation and bringing breakthroughs to science and technology. The Forum was aimed at facilitating resources sharing, innovating cultivation model for doctoral students, and expanding academic communication among doctorate candidates in various institutions. It was hoped that doctorate candidates would equip themselves with outstanding academic competences and the innovative spirit of pursuing excellence and that they would make due contributions with their broad vision and noble ambitions. Zhang Guangjun said.

On behalf of BISTU, Yu Shijie extended warmest welcome to all academicians, experts, professors, and doctorate candidate attending the Forum and sincere gratitude to Working Group of Instrumentation Science and Technology of Academic Degrees Committee of State Council as the sponsor, to Tianjin University, Tsinghua University and Hefei University of Technology as organizers, and to all co-organizing institutions. It was a great opportunity for BISTU to organize a forum of this kind. It was expected that the Forum would help build an academic exchange and communication platform for all doctorate candidates. BISTU of course would provide the best service and support with doctoral students. And he then sent the best wishes to the Forum and to all doctoral students.
Academician You Zheng delivered the keynote report titled on “Development of Instrumentation Science and Technology as an academic discipline”. Explaining the development as well as the strengths and weaknesses of instrumentation science and technology in China, he emphasized that instrumentation science and technology should follow and serve national strategy and shoulder mission for the nation. Instrumentation science represented the level of science research--- especially fundamental science research--- in a country. The level of instrument industry indicated the level of manufacturing industry, particularly high-end manufacturing industry, in a country. Instruments were the trendsetter and cornerstone of innovation-oriented development, a booster for economic development and industrial transformation, a sentinel and guardian for national security. “When the wind is strong, it is time to sail far and wide. When embarking on a new journey with arduous missions, we should gallop at the lead.” You Zheng said. He urged students to make new, greater contributions to the great rejuvenation of Chinese nation.
Academician Tan Jiubin delivered the keynote report on “Measurement System of China and Building a Quality Power”. His report covered four aspects, i.e., the imminence of focusing on quality in manufacturing, ready-to-solve problems in national measurement system, preliminary thinking on new generation of national measurement system, and opportunities for equipment manufacturing industry. He stressed that “in terms of nations in the world, a science and technology power in the first place must be a power of instrument. A manufacturing power must be an instrument power. And a quality power must be a power of instrument. A necessary prerequisite for building a global science and technology power, a manufacturing power, and a quality power is to build an instrument power.”
Specially-invited reports were respectively delivered by Prof. Zhu Jigui from Tianjin University, Prof. Liu Qiang from Tsinghua University, Prof. Xu Lijun from Beihang University, and Prof. Zhao Weiqian from Beijing Institute of Technology.
Oral presentations and reports were delivered by over 60 doctorate candidates on four sub-forums, i.e., modern detection and measurement technology and system, visual detection and measurement and advanced imaging technology, intelligent micro-system and technology, and intellisense and engineering. Over 100 doctorate candidates displayed their recent research progress via posters.
Closing ceremony and flag-transferring ceremony were held on 25th December 2022 at BISTU and chaired by Prof. Zhu Lianqing, Director of MOE Key Lab of Opto-electronic Testing Technology and Instrument. Prof. Zeng Zhoumo offered summary remarks for the Forum. In addition to positive comments on performances of attending doctorate candidates, Zeng said that the Form was a success because for the first time chairmen of sub-forums and discussants were all doctorate candidates. Academic exchange and communication between doctorate candidates have lit the flame of thinking. He was very much impressed by enthusiasm and positive attitude of students and wished that student would surmount new science heights in the future.
The list of award winners of excellent papers on the Forum was announced by Professor Zhu Lianqing. Altogether 35 doctorate candidates were granted the first prize, 50 the second prize, and 38 the prize for excellence. Honor certificates were presented to winners by Prof. Zeng Zhoumo and Dean Dong Mingli of School of Instrumentation Science and Opto-electronics Engineering.
On behalf of orking Group of Instrumentation Science and Technology of Academic Degrees Committee of State Council, Zeng Zhoumo presented souvenirs of organizing the Forum to BISTU and transferred the flag to the next organizer of the Forum.
