Beijing, 15th June 2018 (BISTU)--- Feedback Working Conference of Undergraduate Level Teaching Appraisal at BISTU successfully completes at Xiaoying Campus of BISTU. The whole expert committee headed by former President Lv Ming of Taiyuan University of Technology, includes Deputy Director General Liu Li of Beijing Municipal Education Supervision Office, Deputy Inspector Ge Juzhong of Beijing Municipal Educational Commission, Deputy Director General Feng Yiguo of Beijing Municipal Education Supervision Office, and division/ department directors of Beijing Municipal Education Supervision Office and Beijing Municipal Educational Commission. The working conference is also attended by all BISTU senior administrators, all division directors/ deputies, all deans and representatives of faculties.
On behalf of the Committee, Lv Ming delivers a report on feedback on BISTU undergraduate teaching appraisal. The 14 Expert Committee members conduct survey and observation on BISTU from 11th to 15th June for undergraduate teaching appraisal. The members conduct in-depth interview, group interview, seminar, group talk, class observation, documentation check, etc. to comprehensively explore and analyze undergraduate teaching at the University. The past five days have witnessed self-appraisal report delivered by President Wang Yongsheng, observation to places like university history and documentary office, innovation and talent introduction base on advanced photo electronic devices and system, innovation and entrepreneurship base for college students, and three campuses of the University, 40 hours of class observation, checkup on 2,383 exam papers covering 41 modules, reading through 1,357 graduation designs covering 22 programs, 61 in-depth interview with faculties and staff including 22 interviews with University senior administrators, 80 visits to teaching units and divisions, and 25 seminars covering all related divisions and departments of the University.
The Expert Committee agrees that BISTU attaches high importance to undergraduate education and has formed extensive consensus among faculties and staff with clarified working thinking as well as effective measures taken. The past year have seen significant progress in undergraduate teaching. Specifically, the following points show effort of the University:
Firstly, BISTU owns clarified thinking on education with set objectives and rational orientation. Ideas and objectives of the University is in accordance with development of the times, with their distinctive features in information technology, industry, and military industry. The University actively connects itself to demand of industries and the nation and actively serve development strategy of Beijing as Capital of the Nation. Targeted at dual first-rate construction and guided by “construction of five environments”, the University upholds the orientation of ‘rooted in Beijing, covering the nation, and centered on construction of Beijing as four centers’ and serves municipal and regional economic and social development as well as coordinated development of Beijing-Tianjin-Hebei. The University aims at cultivating high quality talents of applied learning with strong practical competence, innovation awareness and international horizon.
Secondly, the University has ensured core role of talent cultivation with focus on moral education. The University always upholds educational guidelines of the Party and socialist orientation of education. In the process of education, the University spares no efforts to produce answers to fundamental questions like “what moral education shall we focus and how to focus on moral education”, or “what talents shall we cultivate and how to cultivate outstanding talents”. The University seriously implements Xi Jinping Thought on Socialism with Chinese Characteristics in an New Era and has established corresponding institutions based on the spirit of national and municipal working conference on ideological work in higher educational institutions. Rooted on a new starting point, CPC BISTU Committee sets objectives for faculty team building and growth of students and aims at cultivating outstanding talents with good moral values, comprehensive qualities, innovative spirit and high qualities in all respects. The University views talent cultivation as the core task, works hard to construct three-dimensional system of talent cultivation, strengthens integration of professional education with principle and ideological education, humanity education, and international education, and embeds moral education in the whole process and every aspect of talent cultivation. The University has been working diligently and effectively in perfecting educational system for highly qualified talents of applied learning, promoting quality development and features, and building high-level undergraduate education.
Thirdly the University attaches enough importance to faculty team building and actively improves conditions for education. The University promotes talent-driven strategy, insists on equal importance paid to both introduction and cultivation of talents, publishes policies to support talents, and enhances quality faculty team building. The University has also actively been perfecting cultivation system for young faculties and offering a clear picture of their professional growth. Active effort has been paid to spatial construction and investment in teaching including teaching support and teaching facilities. Funding is enough to safeguard quality of teaching and facilities are basically sufficient for teaching. The University will continue to invest effort in construction of the New Campus and will have Phase I project completed by 2020.
Fourthly, the University continuously promotes teaching reform to focus on cultivation of quality talents of applied learning. The University makes scientific development plans for academic programs, gives enough support with preponderant programs and special support with emerging programs, and constantly optimizes talent cultivation schemes. The general objective of education is better supported by detailed requirements of all programs. Organic integration of classroom learning and extracurricular learning has been primarily achieved. The University has actively explored reform on model of talent cultivation and attached enough importance to foundation courses (modules). Coordinated education system has also been established with on and off-campus resources. External education project, international education project, and cross-disciplinary education project are effectively in operation. The student-centered principle is firmly upheld, which leads to high degree of students’ satisfaction. Quality objective and standard system established on initial stage, together organizational safeguarding system, resources support system, and monitoring and feedback system, has played a quaternity (four in one) role in consolidating the core role of undergraduate teaching, normalizing teaching management, promoting teaching reform, and improving teaching quality.
And fifthly, the University carries with distinctive feature in information technology and has achieved fruitful results in innovation education. The University, based on featured disciplines and outstanding faculties, has conducted a series of innovation education and field practice education in the area of smart manufacturing and robots, photo electronic detection and system, communication technology and micro-electronics, big data and cloud computing, cyber space security, knowledge management, and cycle economy. An optimized, effective system of innovation education has been established for all students of the University. For 10 successive years the University has implemented innovation and entrepreneurship education, which attracts an increasing number of students and establishes brand education in field practice represented by robotics. Competent students of the University are well received by the society. Employment rate remains top among peer universities.
Lv Ming also offers suggestion on undergraduate teaching and BISTU development: measures and clarified pathway of realization shall be produced for implementation of orientation of education and development objectives; optimization of curricula and course design shall be conducted to ensure education effect and educational goals; further support is required with faculty team building to improve level and quality of faculties; detailed and meticulous management shall be enhanced to further perfect quality assurance system; and construction of the New Campus shall pick up speed to offer better spatial environment for teaching and learning.

On behalf of BISTU, Secretary General of CPC BISTU Committee makes a position statement. He extends thanks to all experts and says that feedback of experts offers a better understanding of BISTU reality from various perspectives. Future work of BISTU would benefit a lot from these invaluable feedbacks. Now the University is more confident than ever in building a high level university with distinctive feature in information technology.
CPC BISTU Committee will accept all suggestions and advice of experts with an open mind. Reform plans will be made and actual measures will be taken to improve current existing weaknesses so as to further improve educational level at the University. The whole University will spare no efforts to promote super-normal, big-stride development and walk along courageously along the pathway to the goal set by three-step development strategy. Centered on self-appraisal report and feedbacks of experts, CPC BISTU Committee will implement detailed measures in educational orientation and objectives of the University to achieve a historical transition of development. The University will continue to consolidate the core role of talent cultivation with focus on moral education.
Liu Li extends sincere gratitude to all experts for their hard work and invaluable suggestions. She points out that the Expert Committee has comprehensively audited overall situation of undergraduate teaching at BISTU with in-depth analysis of education orientation and development of the University. Particularly the experts have produced invaluable suggestions on realization of education goals, faculty team building, disciplinary construction, talent cultivation model, and quality assurance system. It is believed to be of great help with BISTU undergraduate teaching and reform to be followed. She mentions three points of attention on all universities under direct supervision of Beijing Municipality: firstly, all universities shall uphold the principle of “appraisal to enhance building of education”. All shall better understand and attach great importance to the work related to rectification and reform, make feasible working schemes, establish long-lasting mechanisms, and deepen dual first-rate construction and quality development of the universities. Secondly, moral education deserves enough attention. The core role of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era in education shall be firmly safeguarded. Core values of socialism shall be internalized in mind and externalized in actions. And thirdly, all universities shall look at the big picture of development of Beijing as the Capital and promote development of higher education in Beijing. She emphasizes that reform and development of higher education in Beijing shall uphold quality development, feature development, differential development and innovative development so as to better serve economic and social development of Beijing and national development strategy.
Following this working conference on feedbacks, the Expert Committee will produce a written report based on self-appraisal report of BISTU, data analysis report, other documentations, on-site observations conducted by experts, and subjective analysis of the experts. The formal written report will be offered to BISTU after confirmation by Beijing Municipal Education Supervision Office. It would serve as a foundation for rectification and reform of undergraduate teaching at BISTU.
