Following are the highlights of a government work report distributed to media ahead of the annual session of the National People' s Congress (NPC) Monday morning of March 5, 2018. 

  

OVER PAST FIVE YEARS 

  

Achievements and progreses in nine aspects: 

  

-- China' s gross domestic product (GDP) has risen from 54 trillion to 82.7 trillion yuan, registering average annual growth of 7.1 percent. 

-- More than 68 million people have been lifted out of poverty. 

_ More than 66 million new urban jobs have been added. 

_ over 1.35 billion Chinese can enjoy basic healtare. 

_ The number of days of heavy air pollution in key cities has fallen 50 percent. 

_ Disarmament of 300 thousand is achieved. 

_ China is leading the world in respect of high speed rail netwoek, E_commerce, mobile pay and sharing economy. 

However, it shall be noted that I economic downturn in some areas is suffering great pressure. People are still not fully satisfied in respect of housing, education and Healthcare. To some extent formalism and bureaucracy is still identified. 

  

MAJOR TARGETS FOR 2018 

  

-- GDP growth of around 6.5 percent 

-- CPI increase of around 3 percent 

-- Over 11 million new urban jobs, the surveyed urban unemployment rate within 5.5 percent, and the registered urban jobless rate within 4.5 percent 

-- A drop of at least 3 percent in energy consumption per unit of GDP, and continued reductions in the release of major pollutants 

-- Basic parity in personal income growth and economic growth 

  

  

WHAT ELSE TO DO THIS YEAR 

  

Income: individual income tax is to be collected from a higher level of income. 

Education: an actual decrease of dropout rate of rural students and releasing heavy extracurricular burden of school kids. 

Healthcare: an additional 40 Yuan per capita by government for medical allowances. Inter provincial medical care shall be available in more provinces. 

production capacity cut: Cut steel production capacity by around 30 million metric tons and coal production capacity by approximately 150 million metric tons. 

Cost cut: over 800 billion Yuan tax cut for businesses and individuals. 

Innovation: Focus on development and application of a new generation artificial intelligence, as well as effective measures for serious issues of all concern such as air pollution and cancer. 

Finance and taxation: perfect local tax system and promote establishment of real estate tax. Reform on division between the Central and local governments in rights and responsibilities of finance expenditures.  

Three major battles to fight: battle against illegal fund-raising and financial fraud; prevent and settle debt risk of local governments;  

10 more million people are to be lifted out of poverty;  

And 3% drop in release of major air pollutants such as sulfur dioxide and nitrogen oxides. Strict ban on import of foreign garbage. No permits are allowed for marine land reclamation. 

Rural rejuvenation: explore reform on separation of the right to use, the right to own and the right to process of housing land in rural areas. About 200 thousand kilometers’ road network is to be constructed in rural areas.  

Consumption: Three more years of favorable policy for buying tax for new-energy cars. Price cut for entry tickets of key, state-owned tourism attractions.  

Investment: an investment of 732 billion in railway and 1.8 trillion in road and waterways.  

Opening-up: release control of share of foreign investment in industries like banks, securities, fund management, futures, and financial asset management.
