Beijing, 31st December 2022 (BISTU)--- [Editorial Note] In the passage of time we saw progresses with each passing day. The year 2022 marked the opening of the 20th CPC National Congress and served as a key year when the 14th Five Year Plan of BISTU was fully implemented, the historical experiences of the past 85 years’ education summarized, and preparations made for an even brighter future. Under the leadership of CPC BISTU Committee, the University in the past year has held onto the fundamental mission of fostering virtue through education, carried forward our spirit in “saving our nation by engaging in industry”, “dedicating ourselves to the service of the country with industrial development”, and  “building a nation of information technology”, and made firm steps forward on the pathway of building a high level university with distinctive feature in information technology. Looking back, each episode of experiences was treasure and showed our dream and passion. On the special occasion of the New Year, we specially selected top 20 BISTU news which would help us look back on those unforgettable moments.  

1. BISTU actively providing services with Winter Olympics and Winter Paralympics

Faculties and students of BISTU have provided due support and warm-hearted service with 2022 Beijing Winter Olympics and Winter Paralympics with their sound status and perfect performances. Their selfless devotion, high-degree political self-awareness, and strong organizational discipline have helped them greatly in completing the mission and showed the graceful bearing and vigorous strengths of BISTU young generation. Over 400 volunteers from BISTU have provided sound and outstanding service in National Indoor Stadium, National Aquatics center, and Qinghe station of Olympic torch relay. About 20 faculties and staff were working for organizing committee, with logistics and teaching having been guaranteed by a thousand faculties and staff at the University. Outstanding Individuals Award was presented to Gu Yi (BISTU faculty) and Yang Baorong (BISTU student). Commendation meeting for volunteer services at 2022 Beijing Winter Olympics and Winter Paralympics was held on 12th October 2022. Secretary Wang Chuanliang stressed that the material and spiritual treasure of the Olympics should be transformed into powerful drive of promoting high quality development of BISTU and we were expecting even greater successes in the future.  

2. Putting the guidelines of the 20th CPC National Congress into practice

The 20th CPC National Congress was successfully held in Beijing from 16th to 22nd October 2022. The University has organized a series of theme activities during this period to put the guidelines of the 20th CPC National Congress into practice. Faculties, staff, and students were organized to watch the opening ceremony and closing ceremony and heated discussions were participated by the whole university. The objective was to unify ideological thinking, reinforce collective strength, and boost our course of building a high level university with distinctive feature in information technology. Our practice and achievements of learning and implementing the guidelines of the 20th CPC National Congress were commended by supervising authorities and were also widely covered by press and media such as Guangming Daily, CETV and BTV.  

3. Relocation of the New Campus

The day 26th July 2022 saw grand opening ceremony for relocation of the New Campus, indicating that the main body of BISTU would soon be relocated in the New Campus covering an area of 1200 mu (80 hectares). The New Campus was a key project of Beijing and was officially put in use on 18th December 2021 when the first cohort of 3000 faculties, staff and students moved in. Teaching buildings, student centers, playing field, stadium, etc. were completed in 2022. The autumn semester of 2022 welcomed 1600 new students at the New Campus. Construction and relocation of the New Campus is the active response of BISTU to the call of CPC Beijing Municipal Committee and Beijing Municipal Government, the acting plan of the University in serving the goal of “building Beijing as four centers”, and the response to generations of BISTUers’ expectations. As a crucial step of the year, it opened a new chapter for development of the University.  

4. Celebrations of the 85th anniversary of BISTU

In “practical and economical, participation-oriented, people-centered” principle, the Commemoration meeting for the 85th anniversary of BISTU was held at No. 55 Taihang Road of Changping District (the New Campus) on 25th October 2022. Looking back on the past 85 years’ educational achievements, faculties, staff, students, and alumni were motivated to love the University more and we were embarking on a new journey of development. Deputy Secretary Zhang Ge of Working Committee of CPC BISTU Municipal Committee extended warmest congratulations to BISTU on its 85th anniversary. Themed on “Carrying forward our fine traditions and building a better future”, Secretary Wang Chuanliang of CPC BISTU Committee addressed the Celebration. President Wang Yongsheng chaired and addressed the celebration. Representatives of global partners, representatives of retired staff and faculties, and representatives of alumni extended their best wishes via video links. Congratulation letters were also from sister schools, administration authorities, research institutes, corporate, social organizations, and individuals.  

5. Unity is strength--- combating covid-19 pandemic for harmony and safety on campus

During the emergent pandemic containment from the early half of 2022 to December 2022, CPC BISTU Committee has made scientific and reasonable plans. All working groups for pandemic containment actively responded to the call of the University in a timely manner. Almost all party members were working on the frontline of combating covid-19. With united strength, the pandemic was effectively contained. During the past three years’s combating covid-19 pandemic, CPC BISTU Committee has resolutely implemented all decisions and policies of the Central Party Committee and Beijing Municipality. We have shouldered the political responsibility in pandemic containment, united all strengths, and built an unbreakable defensive line to protect life and health of students, faculties, and staff.  

6. Initiating a new round of internal inspection to facilitate full and strict governance over the Party

At the beginning of 2022, the University held 2022 Conference on full and strict governance over the Party to learn and implement the guidelines of the sixth plenary session of the 19th Central Discipline Inspection Commission and the 7th plenary session of the 12th Beijing Municipal Discipline Inspection Commission. Supervision on chiefs and administrators was enhanced and full and strict governance over the Party at the University was further promoted, which has provided strong political assurance for building a high level university with distinctive feature in information technology. Additionally, during the Spring semester, three inspection teams dispatched by the University has completed inspection work in 10 target units (schools, divisions, and offices of the University), including General Administration Office, Office for Security Work, etc..  

7. Conducting theme education activity “our devotion to the nation”

The University has invested great efforts in organizing theme education activity “Our devotion to the nation”. A leading group was established to make plans, set up specialized websites, and organize 34 key activities. In latter half of September 2022, the publicity meeting on “Our devotion to the nation” was held. During the whole year, over 100 activities of various forms and topics were organized for young faculties and students. The achievements in this regard were proved by a number of honors and awards the University has won. “New practice in online ideological education: Building ‘cloud matrix’ for ideological education” became a third prize winner of 2018-2020 outstanding achievements of Beijing-based universities in ideological education. The publicizing group composed of retired BISTU faculties and staff was granted the honor “Pioneering team of party members in educational system of Beijing”. BISTU Care for the Next Generation Working Committee has also won a series of honors for its outstanding surveys in facilitating “integrated ideological educational classes in universities, high schools, and primary schools”. BISTU was honored as an Excellent Organizer for conducting learning on “Xue Xi Qiang Guo” (one of the most popular mobile apps of China, literally meaning “study and strengthen the country”) and ten faculties and students were granted the honor of “Star of Learning”.  

8. Progress made in “Model Party Branches in party building” 

  

  

The second Party Branch of Finance program (undergraduate) was assessed as qualified  

Based on the general requirement on party building in the New Era, CPC BISTU Committee has strengthened party building on grass-roots party organizations and achieved satisfactory results. Following the Party Branch of Publicity Department, the 2nd Party Branch of Finance program (undergraduate) become the second one being granted the title of “model Party Branch in party building”. Meanwhile, the 2nd Party Branch of Department of Measurement Control Technology and Instrument in School of Instrumentation Science and Opto-electronics Engineering was approved as a potential “model Party Branch in party building”. Meeting with supervising inspections on party building and ideological work, the University has made standards for party branches, revised in-school appraisal terms, and published a number of related documentations. The Dual Pacemaker Project (faculties being both academic pacemakers and party building pacemakers) was consolidated with dual-pacemakers distributed in all schools of the University.

List of the newly-added first-rate programs  

Three programs were assessed as state-level first-rate programs and 8 as municipal-level first-rate programs. In total, the University had 14 programs assessed as state-level first rate and 34 as municipal-level first rate. These programs covered all second-tier academic disciplines of the University. In addition, the University was approved to offer Intelligent Manufacturing Engineering (undergraduate) which became the 44th undergraduate program of BISTU. Two programs, i.e., Computer Science and Technology and Information Security, passed professional accreditation in engineering education in 2022, becoming two of all 9 programs which have been accredited. Cross-disciplinary education was also actively promoted. Information technology was embedded in the field of new liberal arts, which offered liberal arts at the University unique characteristics and strengths.  

10. Forming a complete educational system covering bachelor, master and doctoral education

The day 31st August 2022 saw 20 doctoral students registered with BISTU, indicating that a complete educational system covering bachelor, master and doctoral education has been formed at the University--- a new phase open to the future. The University has made effective measures in postgraduate education. Twenty one Ph.D. supervisors were appointed and 20 doctoral students were admitted. The teams of supervisors have made outstanding achievements. Optoelectronic Information and Instrument Team headed by Professor Zhu Lianqing was screened out as an outstanding master supervisor team of Beijing in 2022. Innovative competence of postgraduate students was enhanced--- they have published over 500 essays on Chinese core journals or indexed journals and won 36 awards of municipal or higher levels. BISTU has been topping other peer institutions (874 universities and colleges) with a rank of A+  in terms of the number and quality of awards in National University Robotics Competition for four years in a row. Innovation practice of students in 2021-2022 saw great achievements, i.e., winning 612 awards of municipal or higher levels (involving about 1800 students). An increasing number of outstanding high school graduates started to choose BISTU. Scores of admitted BISTU students in 11 provinces were 50 points higher than local standard on first-tier undergraduate admission. Students’ employment enjoyed priority at the University. Secretary Wang Chuanliang of CPC BISTU Committee and President Wang Yongsheng led teams to visit various enterprises to expand channels of job-hunting for students. The University was approved 14 projects concerning employment of students. Employment competitiveness of BISTU graduates remained top 40 among all universities and colleges in China.  

11. New Breakthrough achieved in faculty team building

Working Conference on Faculty Team Building was held on 5th September to reiterate the objective of promoting reform and sorting out areas of focus in the coming semester. Secretary Wang Chuanliang of CPC BISTU Committee delivered a speech titled “Looking to the World, Holding onto Party Building, Uniting together to Initiate a New Phase for High Quality Development of BISTU” and raised requests on faculty team building and areas of focus in the coming semester. Themed on “Talents and Reform for BISTU: Building a New Pattern for Faculty Team Building at the University in the New Era”, President Wang Yongsheng delivered a report which reviewed the achievements in the past five years, analyzed new challenges in this regard, and made due arrangements on faculty team building. For the first time one second-tier leading talent was introduced into BISTU. And one faculty was screened out as a qualified candidate for “young leading talents project with state support”. It was the very first talent cultivated by the University independently, indicating sustainable development of faculty team building has been achieved. And “Outstanding Beijing Teachers” were granted to Prof. Huang Min from School of Instrumentation Science and Opto-electronics Engineering, Prof. Zhu Lianqing from School of Electromechanical Engineering, and Prof. Qu Li from International Cooperation Department & School of International Education.  

12. New progresses in academic discipline construction 

  

Optoelectronic Information and Instrument Team Honored as Outstanding Master Supervisor Team of Beijing in 2022 

Based on educational features, we have been constantly optimizing top design, sorting out all possible resources, and promoting quality development of academic disciplines. Six of our academic disciplines were listed in ShanghaiRanking’s Academic Ranking of World Universities, making BISTU the top 5 among Beijing Municipality-supervised institutions. The portion of leading academic disciplines at BISTU reached 46.2%. Instrumentation Science and Technology ranked 21st amongst peer subjects in China (top 30%). The latest data published by Clarivate Analytics showed that engineering science at BISTU remained global top 1% in ESI.  

13. BISTU Won Two Municipal Science and Technology Awards 

  

The team chaired by Prof. Dong Mingli of BISTU School of School of Electromechanical Engineering 

Key Technology and Application of High-precision Visual Measurement for Morphology and Posture of Large Equipment, the project chaired by Prof. Dong Mingli of BISTU School of School of Electromechanical Engineering and Key Technology and Industrial Application of New Type Document Processing chaired by Prof. Zhang Yangsen of BISTU School of Information Management were granted second prize of Beijing Municipal Science and Technology Award in 2022. The University has gained support from both Beijing Municipality and MOE in science and technology. For the first time BISTU won a first prize awarded by MOE for outstanding achievements of academic research and was approved a key research project sponsored by National Natural Science Foundation. A new MOE key lab was established. The University was the only one among all Beijing Municipality-supervised institutions that has been approved to established two advanced high precision centers respectively on future block-chain and privacy computing and integrated circuits.  “Verification Platform for Concepts of new-type sensors” was officially approved, being listed in the first cohort of concept verification platforms. Despite of covid impact and decrease of various investments, research at the University still kept rising, i.e., over 250 projects were established and 169 intellectual properties were gained including 94 invention patents.  

14. Youth League Branch of English 1801 Class Honored as “National Red Flag May Fourth Youth League Branch”

On the occasion of celebrating the 100th anniversary of Communist Youth League of China, Youth League Branch of English 1801 Class was granted the honor of “National Red Flag May Fourth Youth League Branch”, making it the only university-based youth league branch in Beijing that won the honor. BISTU Youth League Committee was honored as “Beijing Red Flag May Fourth Youth League”, and Wang Yifei from School of Foreign Studies received the honor of “Outstanding Youth League Members in Beijing”. Moreover, 19 youth league-linked associations and societies were assessed as qualified by supervising authorities. Four teams of BISTU have won the honor of Excellent Teams of Social Practice in 2022 among all Beijing-based universities. BISTU teams hit a record high in the number of awards, i.e., 2 gold medals, 5 silver medals, and 21 bronze ones in Qingchuang Beijing 2022 Challenge Cup Entrepreneurial Business Plan Competition among Beijing-based University Students. As many as 98.7% of youth league members at BISTU have registered with Beijing Volunteer Service Federation (BVF) with volunteering services reaching 13,233 person/times  and total time-length of services reaching 52,906 hours in their outstanding contributions to various events such as Winter Olympics and China Beijing International Fair for Trade in Services (CIFTIS). 

15. Becoming a winner of 2022 “Capital Certificate of Merit for Outstanding Work” 

  

Winning 2022 “Capital Certificate of Merit for Outstanding Work” 

“Capital Certificate of Merit for Outstanding Work”, an award established and granted by All-Beijing Federation of Trade Unions, was aimed at awarding outstanding collectives which have made preeminent contributions to economic development, political construction, cultural construction, social development, ecological development, and party building. All 75 winning institutions were collectively recommended and finally screened out after being announced publicly and seeking opinions. BISTU become one of the three higher educational institutions of China which has won this honor.  

16. Enhancing service competences via building a Green University

Logistics work of the University in 2022 centered on pandemic containment, building a green university, construction and relocation of the New Campus, the 85th anniversary of the University, and Beijing Winter Olympics. A Leading Group was established for building a green university with Secretary Wang Chuanliang of CPC BISTU Committee and President Wang Yongsheng as heads. Taking this opportunity, a series of activities on ecological civilization were conducted. The campuses became more beautiful and most indexes of energy consumption dropped. With joint efforts of all students, faculties and staff, the objective of building a green university has been basically achieved.  

17. BISTU Innovation and Entrepreneurship Base selected as a state-level base for innovation and entrepreneurship

BISTU Innovation and Entrepreneurship Base was selected as a state-level base for innovation and entrepreneurship, symbolizing a great step of the University following the achievement made in 2016 when BISTU was listed in the first cohort of model universities in Beijing for innovation and entrepreneurship. School of Digital Industry was established in June 2022, a new step forward in connecting educational chain & talent chain with industrial chain & innovation chain. BISTU students have shined in China International Internet Plus Innovation and Entrepreneurship Competition with 2 first prizes, 3 second prizes and 33 third prizes of municipal level. Of these award winners, “Blade of Zhuohua”, a multi-function rubber-tapping robot, entered the national finals. BISTU was also granted the award of excellent organizers. And 7 BISTU teams were screened as “Top 100 entrepreneurial teams” in the first Jingcai Innovation and Entrepreneurship Competition among Students of Beijing-based Universities.   

18. One-stop service: One form for faculties and one form for students

One-stop service was achieved at the University in 2022 with Service Center having been upgraded. In the principle of “making data instead of faculties and students running errands”, 11 online services were newly provided in 2022. A measure was promoted, i.e., “one form for all faculties” and “one form for all students” to provide as much as possible conveniences for faculties and students. Integrated curriculum timetable was operated online, a milestone for informationization of teaching management at BISTU with integration of bachelor, master and doctoral education. Data on the three levels of education would be effectively shared and integrated. Meanwhile, electronic academic transcript system was completed and put into practice. Verifiable, credible electronic academic records now were available at BISTU. Electronic signature and electronic certificates would be applied in the future.  

19. Winning the honor of “Experienced institutions in providing financial sponsorship with students among Beijing Municipality-supervised institutions” for two years in a row  

 

The honor of “Experienced institutions in providing financial sponsorship with students among Beijing Municipality-supervised institutions” was again granted BISTU on the third publicized activity on “helping students realizing their dreams”. Quan Haiyan, a specialized counselor for students at School of Information and Communication Engineering, was honored as “Outstanding individual for student sponsorship work” in 2022. Infrastructure advantages of the University were brought into full play to providing one-stop services with students. The one-stop student community of the University was launched on 18th October 2022 with five work stations for counselors and 3 rooms for multi-functional activities. Solid foundation has been laid for party building as well as for professional teachers and professionals of ideological education to enter communities for educational purposes.  

20. Sponsoring, organizing and attending high-level academic forums of various disciplines  

  

BISTU successfully organized CISP-BMEI2022 

Aiming at promoting educational opening up and high-quality development and exploring new patterns of international cooperation in teaching and research, the University has actively encouraged all schools to sponsor, organize, or attend high-level academic forums of various subjects. International academic exchange and communication of the University has been greatly enhanced via a series of high-level conferences or forums, including Webminar on Applied AI & Big Data in Asia, the 2nd Business, Management and Governance International Conference 2022 ( BMAGIC 2022), 2022 International Conference on Intelligent Decision Making and Big Data Application (IDBDA2022), the 15th International Congress on Image and Signal Processing, BioMedical Engineering and Informatics (15th CISP-BMEI 2022 International Congress), the 9th International Symposium On Test Automation & Instrumentation (ISTAI’2022), he 12th National Ph.D. Candidate Academic Forum on Instrument Science and Technology, etc. The University joined China-Thailand University League in October 2022, indicating enhancement of the links between BISTU and countries along “the belt and road initiative” route. BISTU’s National 111 Base for Advanced Optical Electronic Devices and System (a base for talent introduction) was assessed as qualified by Ministry of Science and Technology and Ministry of Education.
