Beijing, 8th March 2023 (BISTU)--- Annual Conference on Focal Points in 2013 successfully completed on 8th March 2023 at Arts and Sciences Building of the New Campus. The Annual Conference was addressed by Secretary Wang Chuanliang of CPC BISTU Committee, chaired by Deputy Secretary Zhou Zhicheng of CPC BISTU Committee, and attended by all senior administrators of the University, all directors and deputy directors of divisions and offices, all deans, vice deans, secretary and deputy secretaries of BISTU schools as well as representatives of faculties and staff.  

Reviewing the impressive achievements that the Party and our nation have achieved in 2022 and outstanding progresses the University has made in the past year, Wang Chuanliang pointed out that the year 2023 marked the beginning year of full, comprehensive implementation of the guidelines of the 20th CPC National Congress. A good beginning makes a good ending. Issues concerning 2023 carried substantial implications for future years. Centering on “how to look at the future, how to plan for future, and how to work for future”, Wang Chuanliang conducted general mobilization on focal points of work in 2023.  

First, it was necessary to identify changes in times and to learn and implement the guidelines of the 20th CPC National Congress. Wang Chuanliang offered an in-depth analysis on changes in current world and in educational development. The three-in-one strategy for development of education, science and technology, and human resources, as has been emphasized on the 20th CPC National Congress, shall be the basis on which we were to move forward. He stressed that the key was to focus on high-quality development, clarify our missions and responsibilities in reform and development, and position ourselves in serving key national strategic demands and development of Beijing in the New Era. We were to make our contributions in respect of building Beijing into “four centers”, high quality economic development of Beijing, the goal of Beijing taking the lead in basically realizing social modernization, building Beijing into an international innovation center for science and technology, etc. We were to seize fresh historical opportunities, make new historical contributions, and join the united forces for promoting higher educational development in Beijing.  

Second, it is necessary to stick to our orientation and integrated into the new development pattern. Wang Chuanliang pointed out that the pace and tempo of high quality development of the University has been established. Guided by political construction of the Party, we have comprehensively accelerated “construction of five environments”, achieved a series of substantial progresses in reform and development, and entered a new stage of full enhancement and full development. With regard to future high quality development of the University, Wang Chuanliang pointed out that we were to further uphold the comprehensive leadership of the Party, strengthen our self-reliance competences in talent cultivation, strengthen organized innovative competences in science and technology, and improve our capabilities in serving national strategy and social economic development of Beijing.  

And third, it is necessary to cope with changes and spare no efforts to building a high level university with distinctive feature in information technology. Wang Chuanliang established recent objectives in six aspects, i.e., upholding the Party’s leadership and promoting the philosophies of the 20th CPC National Congress at the University; fostering a new generation of young people who have all-round moral, intellectual, physical, and aesthetical grounding with a hard-working spirit; raising our core competitiveness in educational quality; sticking to opening up to and cooperation with outside world to provide service with Beijing in the New Era; promoting on-campus governance modernization; and comprehensive consideration of development and security.  

Wang Chuanliang pointed out that we were entering a New Ear and were to make new contributions. All students, faculties, and staff of the University shall enhance political awareness to effectively implement the guidelines of the 20th CPC National Congress. We were to transfer the learning of t the guidelines of the 20th CPC National Congress into the impetus of accelerating high quality development of the University. We were to enhance our capability and meet challenges head-on on the pathway of building a high level university with distinctive feature in information technology.  

When chairing the Annual Conference, Zhou Zhicheng pointed out that all divisions, offices, and schools of the University shall follow instructions of the Conference to achieve high quality development of the University. United together and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we were to fully, comprehensively implement the guidelines of the 20th CPC National Congress, stick to the fundamental mission of fostering virtue through education, follow instructions in political construction of the Party, and comprehensively promote “construction of five environments” to achieve the goal of building a high level university with distinctive feature in information technology and to write a new chapter for the University.
