Beijing, 8th September 2023 (BISTU)--- BISTU held 2023 meeting on science and technology on 8th September 2023 to make requests for academic research in the new development phase. The meeting was chaired by Secretary Xie Jiangling of CPC BISTU Committee. President Guo Fu delivered a keynote report.  

Xie Jiangling pointed out that new progresses have been made in early half of the year in respect of new campus construction, organized research, academic discipline construction, enhancement of core competitiveness in talent cultivation, etc. Breakthroughs have been achieved in performance appraisal, quality of talent cultivation, and campus construction while stable progress has also been achieved in school-local government cooperation, school-enterprise cooperation, and external cooperative projects. It was the fruit of joint efforts of all faculties and staff. He stressed that BISTU now was on the best stage for development. It was time for us to seize opportunities, broaden our horizon, and bring development of the University to a new level. He raised requests on faculties and staff in four aspects. First, high quality development was the main thread for us to follow. We were to think about long-term goals and combine development of the University with the grand planning of national strategy and regional social economic development of Beijing. Service awareness and capability were to be strengthened and achievement of thematic education would be transformed into powerful drive for high quality development. Second, norms and regulations of the University were to be further perfected to build a system for high quality development. Under the premise that the Party’s leadership over all issues of the University should be upheld, the role of commissions and plenary organs should be brought into full play so as to provide support with science-based decision of the University. Third, a cohesive atmosphere was to be built. We were to unite together, provide better services, and build a better image of BISTU. And fourth, a political ecology of integrity was to be built so as to form united, harmonious working atmosphere and enhance coordination within the University.  

Xie Jiangling also mentioned issues concerning continuing thematic education, safeguarding stability and security of campuses, full and strict governance over the Party, preparations for the new semester, etc. He stressed that achievements made in thematic education should be turned into powerful drive for high quality development of the University. Equal attention should also be attached to stability and security of campuses, internet security, etc. Xie Jiangling said.  

Themed on Strengthening Capability in Technology Self-reliance and Enhancing Competence in Serving Strategic Development, Guo Fu stressed that self-reliance in high level science and technology was a necessary mission for all higher educational institutions. On a stage where the University was boosting the construction of a high level university with distinctive feature in information technology and achieving big-stride development, overall enhancement of innovative competence in science and technology carried important implications for building a high level university with distinctive feature in information technology. Reviewing the past 86 years of history in contributing to machinery industry and computer industry of China, Guo Fu summarized achievements the University has made this year in respect of research funding, academic platforms, high level achievements, social service competence, and academic research management. Based on data analysis, the report located gaps and problems and established a general outline for academic research of the University for the new phase. Following an analysis on important implications and pathways of enhancing innovative competence in academic research, Guo Fu stressed that we must lay a solid foundation and highlight our features. Centering on 1 innovation chain for organized research, 5 academic research fields of strengths, 5 fields of academic fields to be optimized, and 6 key projects to be conducted, Guo Fu clarified a concrete pathway for promoting high quality development of academic research at the University.  

Regarding key work in the latter half of the year, Guo Fu mentioned that first we were to focus on resource integration. Approval of doctoral programs was a good start to bring academic discipline construction to a new level. Second, reform of model of talent cultivation should be deepened, together with science-education integration and industry-education integration, to enhance overall quality of education. Third, human resources system was to be constantly reform based on categorized performance appraisal. Fourth, campus construction and management should center on high quality development. And fifth, high standards were to be applied to stability and security issues.  

Deputy Secretary Yu Shijie of CPC BISTU Committee announced the decision of the University on commending second-tier sectors based on their performance in 2022. Senior administrators presented the awards.  

The meeting was attended by all senior administrators of the University, state-level talents, members of BISTU Academic Committee, all secretaries and deans of BISTU Schools, directors and deputy directors of BISTU offices and divisions, and representatives of faculties and staff.
