Beijing, 9th March, 2021 (BISTU)— BISTU Working Conference on 2021 successfully concludes on 9th March 2021 respectively at the main venue of Auditorium and branch venue of International Academic Exchange Room of Xiaoying Campus. The Conference aims at commending divisions, offices, departments, and schools for their excellence, informing staff and faculties of party building progress at the University, and explaining issues related to moving to the New Campus. The Conference is addressed by Secretary Wang Chuanliang of CCP BISTU Committee, President Wang Yongsheng, all other senior administrators, directors and deputy directors of all divisions and offices, and deans and vice deans of all schools and is hosted by Deputy Secretary Zhou Zhicheng of CCP BISTU Committee.  

In his speech, Wang Chuanliang informs faculties and staff of progress with party building issues of the University in 2020 and explains issues regarding moving into the New Campus.  

Firstly, all shall be aware of the new phase of development of our nation. Wang Chuanliang stresses that we shall be fully aware that the new phase of development is a necessary part on the course of comprehensively building a socialist modern country. It is a new beginning of a new historical starting point. It is a new phase where the Party leads the nation to achieve a historical stride from a prosperous society to a strong nation. We are now facing with an important strategic opportunity of development. Wang Chuanliang points out that quality development remains the prime mission of this new phase, which is also the core guideline for the University. We shall be competent in meeting with new challenges, seizing new opportunities, and hold onto the fundamental mission of education with focus on code of morality. We are to build a high level of university of applied learning with distractive features in information technology and make greater contributions to construction of Beijing as “four centers”.  

Secondly, the ideas and principle of new phase of development shall be firmly, thoroughly implemented. Wang Chuanliang stresses that the new idea of development of innovation, coordination, green, openness, and sharing, as has been proposed by General Secretary Xi Jinping, has been guiding China to a series of achievements and breakthroughs since the 18th National Congress of the Party. Wang Chuanliang points out that BISTU now is on the best phase of development. In the course of building a high level university with distinctive features in information technology and a socialist university with Chinese characteristics of the New Era, we shall hold onto the guideline of political construction. And we shall achieve new progress for the University with highlights on one development consensus, one development guideline, three development orientations, and construction of five environments.  

Thirdly, efforts shall be invested in designing new development patterns and establishing pathways for quality development. Wang Chuanliang emphasizes that the Central Party Committee has design the new development paradigm with domestic circulation being the mainstay and the two circulations reinforcing each other. It is in the light of currently general trend. We shall be able to be integrated into the new pattern, to serve the grand picture of development, and to adapt ourselves to changes. Wang Chuanliang points out that political construction remains the prime guideline for all work, applied learning serves as our orientation, education with focus on code of morality remains the standard, deepening reform is our dynamic, featured development is the pathway, and that enhancement of service competence is the key focus. Then we would spare no efforts to “construction of five environments”. The focuses are: enhancing political awareness; scientific planning; overall quality development with focus on key issues; prevention of risks of all varieties while holding onto the bottomline of security; and firmly following the guidelines of party building.  

And fourthly, quality development requires enhancement of “three abilities” and advocating “cow spirit”. Wang Chuanliang stresses that success is based on a team of quality staff members who want to make something happen, who are capable of make it happen, and who would not tolerate any wrongdoings. The new phase of development and new ideas of development lies on implementation of new strategy and new policies. Wang Chuanliang requests that: all shall continuously improve the ability to judge and understand political issues and implement political requirements (three abilities); we must promote the spirit of the ox in serving the people，driving innovative development and working tirelessly; and we shall firmly focus on development and on building an even brighter future. On strategic level, we shall comprehensively enhance our education while integrating in national and municipal strategy. On policy level, we shall strengthen “construction of five environments”. And on implementation level, all directors and deputies shall behave as a role model does.  

In his address, Wang Yongsheng briefly summarizes working issues of the University in 2020, clarifies the new situation and new requires of the nation and Beijing Municipality, and explains key issues in 2021.  

Firstly, Wang Yongsheng reviews working issues of 2020 and offers a prospect of future development. In the first place, political construction shall serve as our guideline and the overall leadership of the Party over all issues of the University shall be strengthened. With regard to political construction, political missions of CCP BISTU Committee shall be highlighted and competence of the Committee shall be enhanced in making overall strategies, coping with all kinds of complications, and firmly implementing policies of Central Party Committee and CCP Beijing Municipal Committee. With regard to ideological guidance, we shall hold fast to our bastion of public opinion and strengthen ideological publicity. With regard to organizational issues, we shall strengthen party building from grassroot level. And with regard to system construction, discipline construction, and working style construction, we shall constantly strengthen government and ensure all directors and deputies are personnel of rectitude and integrity. Then we shall keep our eye on the three major missions of the University and promote quality development. We are to move into the New Campus, to be appraised for our doctoral programs, to enhance sustainable development in respect of talent cultivation, and to make new breakthroughs in academic research. And finally we shall keep following the faculty-student-centered principle. We have achieved certain progress with university governance and sentiment culture construction. We are to perfect our services and build a more scientific, effective governance system. With convergence of strengths from all parties, we are to achieve harmonious development of the University. And each complaint from faculties, staff, and students are to be seriously treated.  

Secondly, new requirements of the new situation, together with the Party’s guidelines on education shall be accurately, thoroughly explored. Wang Yongsheng reviews national and municipal policies on the new situation and new requirements of the New Era in classified university education. He emphasizes that we must think, ponder, and understand the Party’s guidelines on education while steadily marching forward towards “the 14th Five Year Plan”. The sense of responsibility and urgency shall be enhanced for education in the New Era. Based on national and municipal requirements on deepening educational reform, strengthening cultivation of innovation-based talents, improving innovative competence in academic research, and raising educational quality, we are to continue systematic reform of the University, perfect the mechanism for education with focus on code of morality, and achieve quality development. Then we would make greater contributions to key strategic demand of the nation and to construction of Beijing as “four centers”.  

Thirdly, attention shall be paid to quality control of the new academic year and making a good start for the 14th Five Year Plan. Wang Yongsheng emphasizes that four aspects of issues deserve enough attention. One is strengthening the overall leadership of the Party over all issues of the University. Two is the scientific planning for the 14th Five Year Plan. Three is the quality development of the University, i.e., improvement of educational level and quality. And four is modernization of governance system and competence of the University so as to provide due service for students, faculties, and staff. Wang Yongsheng requests that the fundamental mission of education with focus on code of morality shall be actually, practically implemented, innovation shall serve as the support for the new pattern of development, classified education shall be followed without hesitation, and that construction of the New Campus shall pick up speed to service overall planning of Beijing Municipality.  

Deputy Secretary Wang Xiuyan of CCP BISTU Committee announces the notice on commending divisions, offices, departments, and schools who have achieved excellent performance in 2020 and the awards are presented by senior administrators of the University.
